                              Agricultural Summary                              
                           July 27 - August 2, 2009
                                                                                
Highlights:  Temperatures in the heart of the country were cooler than normal 
during the week, with recordings in the northern and central Great Plains as 
many as 11 degrees below average.  In contrast, much of the western, 
southern, and eastern edges of the Nation experienced above average 
temperatures, with locations in Washington as many as 17 degrees above 
normal.  Little to no rain fell west of the Rocky Mountains, in the northern 
Great Plains, or much of the Corn Belt.  Conversely, a U-shaped band of 
storms delivered at least 1 inch of rainfall to the Rocky Mountains, the 
northern half of Texas, the Southeast, Tennessee Valley, and up the Atlantic 
Coast.  Most notably, the Ark-La-Tex region received upwards of 9 inches of 
rainfall.
                                                                                
Corn:  Silking advanced 21 points during the week reaching 76 percent 
complete by August 2, three points behind last year and 13 points behind the 
5-year average.  Acreage in Michigan and North Dakota reached the silking 
stage of development significantly behind last year and the 5-year average.  
Fourteen percent of the corn crop reached the dough stage by week's end, 
1 point behind last year and 15 points behind the 5-year average.  Some of 
the biggest delays were evident in Illinois and Indiana, where development 
was over 1 week behind normal.  Sixty-eight percent of the corn crop was 
rated good to excellent, a 2 point decline from last week's condition rating.
                                                                                
Soybeans:  Seventy-six percent of the soybean acreage was at or beyond the 
blooming stage, moving 13 points during the week.  Soybean bloom was 
occurring at the same pace as last year's crop, but 10 points behind the 
average.  Thirty-six percent of the crop reached the pod-setting stage during 
the week, the same pace as last year's crop, but 18 points behind the 
average.  Soybean condition was rated 67 percent good to excellent by 
August 2, unchanged from last week.
                                                                                
Winter Wheat:  Harvest of the winter wheat crop reached 85 percent complete, 
the same as last year, but 5 points behind the 5-year average.  Michigan 
producers harvested 40 percent of their acreage during the week under ideal 
harvest conditions.  In Montana and South Dakota, harvest lagged behind the 
normal pace for this time of the season by 38 and 25 points, respectively.
                                                                                
Cotton:  Nationally, squaring was 94 percent complete, slightly ahead of last 
year and the 5-year average.  Bolls were setting across 65 percent of the 
cotton crop, 2 points ahead of last year's boll-setting pace and 3 points 
behind the 5-year average.  One-fifth or more of the acreage began to set 
bolls during the week in California, Missouri, Oklahoma, and Texas.   
Development lagged behind in most cotton-producing States, and remained more 
than 20 points behind in Alabama and Virginia.  Condition of the crop 
improved 4 points from last week's rating.
                                                                                
Sorghum:  Development of the sorghum crop to the heading stage was evident 
across 49 percent of the acreage, 2 points behind last year and 9 points 
behind the 5-year average.  In Illinois, development was significantly behind 
at 16 percent headed compared with 70 percent for the 5-year average.  
Heading lagged the normal pace in Missouri, Nebraska, and South Dakota by 
more than 20 points, while in Arkansas, heading was nearly complete and 
slightly ahead of the usual pace.  Coloring advanced just 2 percent during 
the week to 31 percent complete, slightly behind last year, but 1 point ahead 
of the 5-year average.  The most crop development occurred in Louisiana, 
where 17 percent of the crop began coloring during the week, leaving the 
State's overall progress 12 points ahead of the 5-year average.  Despite a 
significant jump in coloring in Arkansas, development remained 1 week behind 
the normal pace.  Condition of the crop declined 2 points from last week.
                                                                                
Rice:  Heading advanced to 41 percent complete by week's end, 2 points ahead 
of last year, but 12 points slower than the average.  Progress was behind 
normal in all States except California and Texas.  Due to the early season 
moisture in Missouri, heading in the State was well behind the 
5-year average.  Overall, 62 percent of the rice crop was rated in good to 
excellent condition, unchanged from a week ago.
                                                                                
Small Grains:  Ninety-eight percent of the spring wheat crop was at or beyond 
the heading stage, 2 points behind last year and the 5-year average.  
Development in Idaho reached the heading stage across all acreage, joining 
South Dakota and Washington.  Three percent of the spring wheat crop was 
harvested by week's end as producers in South Dakota and Washington gained 
harvest momentum ahead of schedule when compared with last year.  However, 
harvest in all States lagged the 5-year average.  Spring wheat condition 
declined 3 points from last week to 71 percent good and excellent.
                                                                                
Condition of the barley crop was rated 78 percent good to excellent, 
improving 1 point from last week's rating.  Condition improvement was mostly 
attributed to a 7 point increase in the good to excellent ratings in Montana.
                                                                                
Nationwide, producers had harvested 31 percent of their oat crop by August 2, 
three points behind last year's pace and 20 points behind the 5-year average.  
Due to late planting, the pace trailed the 5-year average in all estimating 
States except Texas, and had yet to begin in North Dakota.  Overall, 
56 percent of the oat crop was rated in good to excellent condition, a 
1 point improvement from a week ago.
                                                                                
Other Crops:  Pegging advanced to 81 percent complete in this year's peanut 
crop, 7 points behind last year and 8 points behind the average.  Despite the 
progress made during the week, significant delays were evident in Alabama, 
Florida, and Georgia, where crop development was over 1 week behind normal.  
Overall, 69 percent of the peanut crop was rated in good to excellent 
condition, improving 3 points from last week's rating.

          Crop Progress and Condition Survey and Estimating Procedures          
                                                                                
Survey Procedures:  Crop progress and condition estimates are based on survey 
data collected each week from early April through the end of November.  The 
non-probability crop progress and condition surveys include input from more 
than 5,000 reporters whose occupations provide them opportunities to make 
visual observations and frequently bring them in contact with farmers in 
their counties.  Based on standard definitions, these reporters subjectively 
estimate progress of farmers' activities and progress of crops through 
various stages of development. They also provide subjective evaluations of 
crop conditions.  
                                                                                
Most reporters complete their questionnaires on Friday or early Monday 
morning and submit them to the National Agricultural Statistics Service 
(NASS) Field Offices in their States by mail, telephone, fax, e-mail, or 
through a secured internet website.  A small number of reports are completed 
on Thursday, Friday, Saturday, and Sunday.  Regardless of when questionnaires 
are completed, reporters are asked to report for the week ending on Sunday.  
For reports submitted prior to the Sunday reference date, a degree of 
uncertainty is introduced by projections for weekend changes in progress and 
condition.  By the end of the 2001 season, nearly two-thirds of the data were 
being submitted through the internet website.  As a result, about one-half of 
all data are submitted on Monday morning, significantly reducing projection 
uncertainty.
                                                                                
Reporters are sent written reporting instructions at the beginning of each 
season and are contacted periodically to ensure proper reporting.  Terms and 
definitions of crop stages and condition categories used as reporting

Estimating Procedures:  Reported data are reviewed for reasonableness and 
consistency by comparing with data reported the previous week and data 
reported in surrounding counties for the current week.  Each State Field 
Office summarizes the reported data to district and State levels, weighting 
each county's reported data by NASS county acreage estimates.  Summarized 
indications are compared with previous week estimates, and progress items are 
compared with earlier stages of development and historical averages to ensure 
reasonableness.  Weather events and reporter comments are also taken into 
consideration.  State estimates are submitted to the Agricultural Statistics 
Board (ASB) along with supporting comments, where they are compared with 
surrounding States and compiled into a National level summary by weighting 
each State by its acreage estimates.
 
Revision Policy:  Progress and condition estimates in the Crop Progress 
report are released after 4:00 pm ET on the first business day of the week.  
These estimates are preliminary and subject to corrections or updates in the 
Weekly Weather and Crop Bulletin that is released after 12:00 pm ET on the 
second business day of the week.  These estimates are subject to revision the
