Corn Stocks Up 18 Percent Corn stocks in all positions on March 1, 1997, totaled 4.49 billion bushels, 18 percent above a year earlier. Of the total stocks, 2.87 billion bushels are stored on farms, 43 percent above last year. Off-farm stocks, at 1.62 billion bushels, are 10 percent below a year earlier. The December-February 1997 indicated disappearance is 2.41 billion bushels, 4 percent above the disappearance of 2.31 billion bushels during the same period a year earlier. All wheat stocks March 1, 1997 are estimated at 822 million bushels in all positions, down slightly from March 1, 1996. Farm stocks are 321 million bushels, up 45 percent from last March, but off-farm stocks, at 501 million, are down 17 percent. Disappearance for the quarter ending March 1 is 397 million bushels, down 23 percent from the same period a year ago. Durum wheat in all storage positions March 1, 1997 totaled 55.1 million bushels, up 13 percent from last March 1. On farm stocks are 33.1 million bushels, up 21 percent from last year. The third quarter disappearance of 31.1 million bushels is up 38 percent from the previous year's third quarter. Gr Lg 11-1 (3-97) Soybeans stored in all position on March 1, 1997, totaled 1.06 billion bushels, down 11 percent from March 1, 1996. On-farm stocks, estimated at 514 million bushels, were slightly above the same period last year and accounted for 49 percent of total stocks. Off-farm stocks, at 542 million bushels, were down 20 percent from last year. Indicated disappearance during the December 1996 - February 1997 quarter totaled 767 million bushels, up 19 percent from the same period one year ago. Barley stored in all positions on March 1, 1997, totaled 172 million bushels, 3 percent below stocks of March 1, 1996. Of the total barley stocks on hand, 82.1 million bushels are stored on farms, 39 percent above a year ago. However, March 1, 1997 off-farm stocks are 24 percent below last year at 90.4 million bushels. Indicated disappearance during the December-February quarter totaled 75.8 million bushels, 17 percent above the same period a year earlier. Oats stored in all positions on March 1, 1997, totaled 95.6 million bushels, 15 percent below the stocks of March 1, 1996. Of the total stocks on hand, 56.2 million bushels were stored on farms, 2 percent below last year. Off-farm stocks totaled 39.4 million bushels, down 29 percent from a year earlier. The indicated December-February disappearance from all positions is 32.8 million bushels, down 19 percent from one year ago. Grain sorghum in all positions totaled 274 million bushels, up 69 percent from March 1, 1996. Of the total sorghum stocks on hand, 77.0 million bushels are stored on farms, 133 percent above a year earlier. Off-farm stocks, at 197 million bushels, are 52 percent above the previous year. Reliability of March 1, 1997, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first two weeks of March. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey included about 57,000 operators selected in a manner that ensures that all operations in the U.S. had a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of March 1, 1997. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes nearly 11,000 facilities with about 8.0 billion bushels of storage capacity. An effort is made to obtain a report from every facility. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm stock inventories, the total of these two is evaluated using the balance sheet approach. This method utilizes other sources of data to measure the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production and utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 Grain Stocks report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.5 percent for corn, 2.2 percent for soybeans, and 2.5 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 3.0 percent for corn, 4.4 percent for soybeans, and 5.0 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors of the estimates for sorghum, barley, and oats are 6.5, 4.6, and 3.8, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information such as the balance sheet components. Survey estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
