Stocks of Most Grains Up From Last Year Corn stocks in all positions on March 1, 1998, totaled 4.94 billion bushels, 10 percent above a year earlier. Of the total stocks, 2.98 billion bushels were stored on farms, 4 percent above last year. Off-farm stocks, at 1.96 billion bushels, were 21 percent above a year earlier. The December-February 1998 indicated disappearance is 2.31 billion bushels, 4 percent below the disappearance of 2.41 billion bushels during the same period a year earlier. All wheat stocks March 1, 1998 are estimated at 1.17 billion bushels in all positions, up 42 percent from March 1, 1997. Stocks on farms are 400 million bushels, up 25 percent from last March. Off-farm stocks, at 766 million, are up 53 percent. Disappearance for the quarter ending March 1 is 453 million bushels, up 14 percent from the same period a year ago. Durum wheat in all storage positions March 1, 1998 totaled 42.5 million bushels, down 23 percent from last March 1. On-farm stocks are 22.0 million bushels, a third less than last year. The apparent third quarter disappearance is 24.8 million bushels. Gr Lg 11-1 (3-98) Soybeans stored in all positions on March 1, 1998, totaled 1.20 billion bushels, up 14 percent from holdings last year. On-farm stocks totaled 637 million bushels, up 24 percent from last March, and accounted for 53 percent of the March 1, 1998 holdings. Off-farm stocks at 566 million bushels, were up 4 percent from the previous year. Indicated disappearance for the December 1997 - February 1998 quarter totaled 797 million bushels, 4 percent above the same period one year ago. Barley stocks in all positions on March 1, 1998 totaled 177 million bushels, up 2 percent from a year ago. Of the total barley stocks on hand, 79 million bushels were stored on farms, 4 percent below a year ago. March 1, 1998 off-farm stocks, at 98 million bushels, were 8 percent above last year. Indicated disappearance during the December-February quarter totaled 68 million bushels, 10 percent below the same period a year earlier. Oats stored in all positions on March 1, 1998 totaled 111 million bushels, 17 percent above the stocks on March 1, 1997. Of the total stocks on hand, 59 million bushels were stored on farm, 5 percent above this time last year. Off-farm stocks totaled 53 million bushels, 34 percent above a year earlier. Indicated disappearance during the December-February quarter totaled 33 million bushels, 9 percent more than the same period a year ago. Grain sorghum stored in all positions on March 1, 1998, totaled 229 million bushels, down 17 percent from March 1, 1997. Of the total sorghum stocks on hand, 57 million bushels were stored on farm, 26 percent less than a year earlier. Off-farm stocks, at 172 million bushels, are 13 percent below the previous year. Disappearance for the December-February quarter is 145 million bushels, down 25 percent from the same quarter in 1997. This report was approved on March 31, 1998. Reliability of March 1, 1998, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first two weeks of March. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey included about 57,000 operators selected in a manner that ensures that all operations in the U.S. had a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of March 1, 1998. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,500 facilities with nearly 8.0 billion bushels of storage capacity. An effort is made to obtain a report from every facility. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm stock inventories, the total of these two is evaluated using the balance sheet approach. This method utilizes other sources of data to measure the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production and utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 Grain Stocks report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.3 percent for corn, 2.1 percent for soybeans, and 2.4 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 2.6 percent for corn, 4.2 percent for soybeans, and 4.8 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors of the estimates for sorghum, barley, and oats are 6.6, 4.4, and 3.5, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information such as the balance sheet components. Survey estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types of errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
