Estimates refer to March 1, 1996. Corn Stocks Down 32 Percent Corn stocks in all positions on March 1, 1996, totaled 3.80 billion bushels, 32 percent below a year earlier. Of the total stocks, 2.00 billion bushels are stored on farms, 43 percent below last year. Off-farm stocks, at 1.80 billion bushels, are 14 percent below a year earlier. The December-February 1996 indicated disappearance is 2.31 billion bushels, 7 percent below the disappearance of 2.49 billion bushels during the same period a year earlier. All wheat stocks March 1, 1996 is estimated at 826 million bushels in all positions, down 15 percent from March 1, 1995. This is the lowest March 1 total since the reference date was changed in the 1986-87 marketing year. Farm stocks are 224 million bushels, down 33 percent from last March, while off-farm stocks, at 602 million, are down 5 percent. Disappearance for the quarter ending March 1 is 512 million bushels, down 2 percent from the same period a year ago. Durum wheat in all storage positions March 1, 1996 totaled 48.6 million bushels, up 14 percent from last March 1. On farm stocks are 27.3 million bushels, up 5 percent from last year. The third quarter disappearance of 22.5 million bushels is down 1 percent from the previous year's third quarter. Gr Lg 11-1 (3-96) Soybeans stored in all positions on March 1, 1996, totaled 1.19 billion bushels, 13 percent below holdings a year earlier. On-farm stocks, at 512 million bushels, were 19 percent below last March and accounted for 43 percent of the March 1, 1996, holdings. Off-farm stocks totaled 678 million bushels, 8 percent below last March. Indicated disappearance for the December 1995-February 1996 quarter totaled 644 million bushels, 12 percent below the comparable period a year earlier. Disappearance during the first two quarters of the 1995-96 marketing year totaled 1.30 billion bushels, 4 percent below the previous year. Barley stored in all positions on March 1, 1996, totaled 176 million bushels, 9 percent below the stocks of March 1, 1995. Of the total barley stocks on hand, 58.8 million bushels were stored on farms, 32 percent below a year earlier. Off-farm stocks, at 118 million bushels, were 11 percent above last year. Indicated disappearance during the December-February quarter totaled 66.1 million bushels, 23 percent below the same period a year earlier. Oats stored in all positions on March 1, 1996, totaled 112 million bushels, 25 percent below the stocks of March 1, 1995. Of the total stocks on hand, 57.1 million bushels were stored on farms, 27 percent below last year. Off-farm stocks totaled 55.3 million bushels, down 22 percent from a year earlier. The indicated December-February disappearance from all positions is 40.7 million bushels, down 6 percent from a year earlier. Grain sorghum totaled 162 million bushels, down 42 percent from last March. Stocks on farms total 33.0 million bushel, less than half those of last year; off-farm sorghum stocks are down 37 percent. Reliability of March 1, 1996, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first two weeks of March. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey included about 76,000 operators selected in a manner that ensures that all operations in the U.S. had a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of March 1, 1996. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes nearly 11,000 facilities with about 8.3 billion bushels of storage capacity. An effort is made to obtain a report from every facility. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm stock inventories, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to measure the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production and utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 Grain Stocks report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture, conducted by the Department of Commerce, are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.5 percent for corn, 1.9 percent for soybeans, and 2.7 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 3.0 percent for corn, 3.8 percent for soybeans, and 5.4 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard errors of the estimates for sorghum, barley, and oats are 6.1, 3.9, and 3.4, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information such as the balance sheet components. Survey estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farm, as well as on-farm stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
