Corn stocks in all positions on December 1, 1996, totaled 6.91 billion bushels, up 13 percent from December 1, 1995. Of the total stocks, 4.80 billion bushels are stored on farms, 21 percent more than a year earlier. Off-farm stocks, at 2.11 billion bushels, are down 2 percent from the previous year. The September-November 1996 indicated disappearance based on September 1, stocks, 1996 production, and December 1, 1996 stocks is 2.81 billion bushels, less than 1 percent below the disappearance of 2.83 billion bushels during the same period in 1995. All wheat stocks in all positions on December 1, 1996, totaled 1.22 billion bushels, down 9 percent from a year ago to the lowest December 1 total since the reference date was changed in the 1986-87 marketing year. On farm stocks amounted to 584 million bushels, up 22 percent from last December. Stocks off farm, at 635 million, are down 26 percent from last year. Indicated second quarter disappearance totaled 505 million bushels, down 7 percent from September-November, 1995. Soybeans stored in all position on December 1, 1996, totaled 1.82 billion bushels, down 1 percent from December 1, 1995. On farm stocks estimated at 935 million bushels, were up 9 percent from the same period last year and accounted for 51 percent of total stocks. Off farm stocks at 888 million bushels, were down 9 percent from last year. Gr Lg 11-1 (1-97) Durum wheat stored in all positions on December 1, 1996 was placed at 86.1 million bushels, up 21 percent from last December 1. The increase is due to a much larger on-farm stocks total than last year; off-farm stocks are down 16 percent. Disappearance for the period September-November, 1996 was 16.3 million bushels, down 38 percent from a year earlier. Barley stored in all positions on December 1, 1996, is estimated at 248 million bushels, up 2 percent from the stocks December 1, 1995. Of the total barley stocks on hand, 138 million bushels are stored on farms, 13 percent above a year earlier. Off-farm stocks, at 111 million bushels, are down 9 percent from last year. Indicated disappearance during the September-November quarter totaled 67.6 million bushels, 4 percent below the disappearance for the same period in 1995. Grain sorghum in all positions totaled 460 million bushels, up 53 percent from December 1, 1995. Of the total sorghum stocks on hand, 145 million bushels are stored on farm, 83 percent above a year earlier. Off-farm stocks, at 316 million bushels, are 42 percent above the previous year. Disappearance for the September-November quarter is 361 million bushels, up 57 percent from the same quarter in 1995. Oats stored in all positions on December 1, 1996, is estimated at 129 million bushels, down 16 percent from the stocks of December 1, 1995. Of the total stocks on hand, 80.7 million bushels were stored on farm, 8 percent below this time last year. Off-farm stocks totaled 47.9 million bushels, 27 percent below a year earlier. On-Farm Grain Storage Capacity Down 2 Percent The United States on-farm grain storage capacity totaled 10.9 billion bushels on December 1, 1996, down 2 percent from December 1, 1995. Iowa leads all States in on farm storage capacity with 1.60 billion bushels followed by Illinois with 1.22 billion bushels; Minnesota, 1.20 billion bushels; Nebraska 1.06 billion bushels; and North Dakota at 740 million bushels. The top five States account for 53 percent of the Nation's on-farm grain storage capacity. On-Farm grain storage capacity includes all bins, cribs, sheds, and other structures normally used to store whole grains or oilseeds located on farms. Off-Farm Grain Storage Capacity Down 3 Percent Capacity of off-farm commercial grain storage totaled 8.09 billion bushels in the United States on December 1, 1996, down 3 percent from December 1, 1995. Twenty-one States showed decreases from last year, 18 States and New England recorded increases in capacity and two were unchanged. The States showing the largest decreases were Texas, 122.7 million bushels; Kansas, 55.1 million bushels; Illinois, 22.1 million bushels; and Arkansas 10.4 million bushels. Indiana recorded the largest increase with 9.9 million bushels, followed by Idaho with a 6.7 million bushel increase and Virginia with a 6.1 million bushel increase. Illinois continued to lead all States in off-farm storage capacity, followed by Iowa, Kansas, Texas, and Nebraska. The top five States accounted for 51 percent of the Nation's off-farm storage capacity on December 1, 1996. Off-farm grain storage capacity includes all elevators, warehouses, terminals, merchant mills, other storage, and oilseed crushers which store grains, soybeans, sunflowers, or flaxseed. Capacity data excludes warehouses used to store only rice or peanuts, oilseed crushers processing only cottonseed or peanuts, tobacco warehouses, seed warehouses, and storage that handle only dry edible beans. Off-Farm Grain Storage Facilities Off-farm grain storage facilities totaled 10,717 on December 1, 1996, 408 fewer than on December 1, 1995. States with the largest number of facilities are Illinois, 1,076; Kansas, 874; Texas, 700; Iowa, 623; and Nebraska, 547. Data users are advised that some differences may exist between the procedures used for making counts of facilities. In a few instances, the count includes Headquarters operations which report for more than one facility. This does not affect the data on total capacity. Reliability of December 1, 1996, Grain Stocks Estimates Survey Procedures: The grain stocks estimates in this report are based on surveys conducted during the first 2 weeks of December. Separate surveys were conducted to obtain the on-farm and off-farm estimates. The on-farm stocks survey is a probability survey that included about 50,000 operators selected from a list of producers that ensures that all operations in the U.S. have a chance to be selected. These producers were asked to provide the total quantities of grain on their operations as of December 1, 1996. This included all whole grains and oilseeds stored whether for feed, seed, or sale as well as any stored under a Government program. The off-farm stocks survey is an enumeration of all known commercial grain storage facilities. This includes approximately 10,700 facilities with about 8.1 billion bushels of storage capacity. An effort is made to obtain a report from all facilities. Reports of stock holdings are normally received from operations covering about 90 percent of the capacity. Estimates are made for missing facilities to make the survey complete. Estimation Procedures: On-farm and off-farm survey data are reviewed at the State and national levels for reasonableness, consistency with historical estimates, and current crop size. After estimates are made for on-farm and off-farm, the total of these two are combined and evaluated using the balance sheet approach. This method utilizes other sources of data to check the reasonableness of the stocks estimates. Estimates of production, imports, exports, crushings, milling, and all other recorded uses of grain and oilseeds are reviewed to make sure beginning stocks, production, utilization, and ending stocks are within reasonable balance and present the best possible estimate of stocks. Revision Policy: On-farm and off-farm stocks are subject to revision the quarter following initial publication and again in the following December 1 "Grain Stocks" report published in January each year. Revisions can be made when late reports are received, errors are detected in reporting and calculating, and production estimates are revised. Estimates will also be reviewed after data for the 5-year Census of Agriculture are available. No revisions will be made after that date. Reliability: Reliability of the on-farm and off-farm stocks must be treated separately because the survey design for the two surveys are drastically different. The on-farm stocks estimates are subject to sampling variability because all operations holding on-farm stocks are not included in the sample. This variability, as measured by the relative standard error at the U.S. level, is approximately 1.3 percent for corn, 1.7 percent for soybeans, and 1.8 percent for all wheat. This means that chances are approximately 95 out of 100 that survey estimates for stocks will be within plus or minus 2.6 percent for corn, 3.4 percent for soybeans, and 3.6 percent for all wheat of the value that could be developed by averaging the estimates produced from all possible samples selected from the same population and surveyed using the same procedures. The relative standard error for sorghum, barley, and oats are 5.0, 3.5, and 3.0, respectively. Sampling errors cannot be applied directly to the on-farm stocks published in this report to determine confidence intervals since the Agricultural Statistics Board estimates represent a composite of information from more than a single source. Surveys estimates are also subject to non sampling errors such as omission, duplication, imputation for missing data, and mistakes in reporting, recording, and processing the data. Off-farms, as well as on-farms stocks, are subject to these types or errors. These errors cannot be measured directly, but they are minimized through rigid quality controls in the data collection process and a careful review of all reported data for consistency and reasonableness.
